Yes, you can set “lock” options to allow the following restrictions: open to everybody, open only to teachers to assign, open to students to self-register, open only to admin.
FlexTime works on a first-come, first-serve basis. Once assigned, a student cannot be scheduled for another activity in the same period. (A teacher, however, can choose to register a student into a non-compulsory flex activity. In this instance, the registered student can choose to attend something else, if they wish.)
No, teacher-assigned activities will always override a student’s ability to self-select a FlexTime activity.
